I recommend that you create a policy on your own and upload it here. Asking for a ready-made policy is akin to seeking spoon-feeding. Is this acceptable to you?
In the policy, define what constitutes general closeness and workplace romance. There are instances where employees become intimate with each other even though they are not in a relationship. This behavior is nothing but prurience, and you need to address this in the policy. Furthermore, what may seem like today's romance could potentially evolve into tomorrow's case of sexual harassment. The policy should educate employees on the precautions they need to take.
Lastly, the policy is expected to be in sync with the modern workplace. It should not portray the company culture as conservative or preposterous.

You may seek the help of a consultant to draft a policy in line with the definition of the POSH Act. Taking early action to adopt a policy in the establishment would be prudent. The policy should consider some actions as violations of POSH due to mutual relationships, while others should be deemed as grave misconduct other than SH, with appropriate punishments outlined.
I wholeheartedly agree with Mr. Dinesh Divekar's perspective.
