A good question to think and analyze. Of course, I am not clear if there is any rule guiding the uniform for workers.
I want to share something I know.
Uniforms for workers are a welfare measure. Sometimes the uniforms are provided to the workers for safety measures. Both fall under the Factories Act of 1948.
To my knowledge, there is no specific rule to force the employer to provide uniforms to its workers. However, the Factories Act of 1948 insists that the employer take safety measures.
Under the Industrial Employment Act of 1946, the employer can make it a standing order that workers must wear a uniform when on duty.
In some cases, unions in their settlements themselves make the employer provide uniforms to workers.
In some private establishments, the uniform cost has been deducted by the employer from the employees' salaries.
Welfare within the precincts of an establishment includes medical aid, creches, canteens, supply of clean drinking water, health services, uniforms, protective clothing, rest shelters, etc. It is the employer's responsibility to provide these facilities to his/her employees.

Issue of uniform to the workers/employees will be common in some departments in the factory for the Fitters, turners, operators, oilmen, electricians, drivers, etc., whose clothes will be soiled due to the nature of their work on a day-to-day basis.
We have to issue tight-fitting uniforms to the workers working near machines as a safety measure. In certain companies/establishments, uniforms are issued to maintain uniformity and employee identity.
