Greetings!
This is the first time I have ever joined an HR community like this, and I am very much fascinated with the way it works. I was previously working with an MNC in Pune, which is known for its work culture. In my current organization, I seek to develop a very good work culture. However, the people here do not realize the need for learning and personal development. I have successfully started with training but I want to have a few more suggestions that can help in building a better work culture. Please help with your inputs/suggestions.

I believe that connectivity between different departments and employees of the organization is a very essential factor for a better work culture. To bind the employees, try out some training programs or arrange gatherings. Let them involve and absorb properly; they would, in fact, come back with desired inputs for a better work culture.

As mentioned, we have started various kinds of managerial and behavioral trainings and also organize events very frequently now. Since my joining, I do see a lot of change but feel that a sense of professionalism is not there. A spirit of competitiveness is missing. Could you please help me understand if there is any way I can develop this kind of attitude?

You can organize outbound training activities as a cross-functional team, special events like Family Day, team get-together on Friendship Day to bring people closer first. Then, you can introduce a performance award scheme, interdepartmental achievement competition. Organize regularly scheduled training programs, announce special prizes for the departments with higher participation, through which you can improve teamwork. Once teamwork improves, the learning culture will also improve. People who benefit from the team will encourage others to experience the same.

Identify and analyze the factors that support change and those that inhibit it, e.g., restructuring/business process reengineering leading to job losses. Herein, you need to address doubts/fears with counseling sessions, internal job postings, customizing severance benefits on a case-by-case basis, and assisting individuals in acquiring new skills for employment, etc.
Secondly, it appears that employee engagement is at an all-time low. What are the causal factors for this? What does senior management desire? Do they genuinely value/reward employees for good performance, or is lobbying the norm? "Warmers/icebreakers" such as adventure trips/picnics, etc., will not be effective until the root causes of employee dissatisfaction are identified.
