Managing Employee Punctuality in Small Organizations

My organization is very small-sized, with three firms, each having 20 to 25 employees. In my company, many colleagues are late in the morning due to some genuine problems or simply out of habit. I believe that if they are required to provide written intimation, it will definitely reduce their habit of coming late.

In this regard, please advise me on how to keep a record of the same and what kind of procedure I should follow. I need to maintain a record of those employees who have a habit of coming late.

What's your attendance marking system; is it biometric (computerized) or signing a manual register? It's a general principle that the employee or the immediate superior should inform about the attendance or the late comings of the employee.
