Hi Rutu..
To control late coming, we mostly follow a very general policy..
If a person comes late thrice days in a month then half of his leaves will be deducted from his account..
Make a formal policy, that
1. Everyone will inform about his late coming to his superiors and if he doesn't follow the same then he will be warned on that day.. and if repeates the same for thrice then do aplly the above said policy..
2. If somebody make it a habit, then do issue warning letter for late coming..
Similarly, you may take a lot of actions..

Dear RUTU,,,
Please go thru this,, tis a real example,,,
for WORKERS: shift starts at 06.30 ends at 03.00 at 03.00 sharp the workers are at the gate of the company. so if a worker comes late even 1 minute he is deducted half day salary,, but if he is made to work after 03.00 he is eligible for overtime,, so for workers timings are very strict.
for OFFICERS, / OFFICE STAFF...
general shift starts at 08.30 but never ends,, this is true, some officers in my company come at 08.30 but daily go at 06.00, 07.00, 08.00 though official timing is 05.00 so there is a good mutual understanding between the officials seniors juniors that even if someone comes half day also his leave is not counted as almost everyday he is working 2-3 hrs extra without any extra pay, datz the situation.. I myself have taken holidays in a month amounting to 10-12 dayz for some emergency but my pay was not at all deducted ispite of there being no holiday quota for me,,
so think about ur industry and decide the appropriate action,

Hey Rutu,
In our organization, for every 3 late marks there is a half day salary / leave deduction.
Similarly it goes on for multiples of 3. i.e. for 6 late marks, 1 day deduction would be applicable.
This is a standard norm followed by a lot of companies.
Thanks and Regards,
Karan

Dear Rutu,
Be Strict and make a clear cut policy on late coming. In our case we have a policy that for every late coming (concession for three late upto 10 minutes is granted), employee's half day casual
leave is adjusted, if no cl is balance, then half day salary is deducted.
Further, we do not do any discrimantion whether he / she is a senior position employee or a worker. We are equal to all.
I Hope the above will help to you.
