I am seeking the assistance of all my seniors and friends to guide me on how to implement OSHAS 18001 and EMS 14001. These standards relate to industrial safety and the environment. I would like to know the steps that need to be fulfilled to achieve this and how much time it will take. Your guidance would be highly appreciated.

Hi Yash,

For implementing the OHSAS 18001 and EMS 14001, you need to prepare various documents. First, you must have both standards. Second, prepare an Integrated Manual for both standards, or if you prefer, two separate manuals for each standard. Then, you need to prepare the procedures, formats, and work instructions.

If you have experience in this field, that's great. Otherwise, consider hiring a consultant who can help you prepare the documents and meet other requirements of both standards.

Dear Vyas,

Please get the ISO standards form your nearest BIS office. Please go through your ISO 9001:2008 manual (if you have already certified for ISO). Refer to the manual of ISO 9001 with the standard. You will come to understand how to prepare a manual in line with the standard.

For ISO 14001 and OHSAS, you have to prepare mandatory procedures:
1. Aspect and impact study
2. Legal evaluation and compliances
3. Monitoring and measuring
4. Emergency response and preparedness
5. Legal and other requirements
6. Non-conformance and corrective and preventive action
7. Procedure for operational control
8. Procedure for Environmental Management Program

For OHSAS, the mandatory procedures are:
1. HIRA
2. Training and communication
3. Participation and consultation

You also have to form a CFT team for the implementation of ISO 14001 and 18001:
1. Team for aspect and HIRA
2. Safety committee
3. Social welfare committee
4. Emergency response team
5. Canteen committee

You have to train people for:
1. Safety (Fire PPE, Accidents, Risk mitigation)
2. First aid
3. Emergency response
4. Internal auditor
5. Aspect impact and HIRA
6. Awareness to all employees on EMS and OHSAS
7. Legal and other requirements

Mandatory records you must keep:
1. Statutory records
2. Records related to the factory act
3. Records related to the Pollution Control Board
4. Environment impact records
5. Hazard materials record
6. Hazard waste records and disposal records
7. Water and energy consumption records
8. Legal compliance evaluation records
9. Metrological records
10. Meteorological records
11. Monitoring and measuring records

Kindly ISO 14001 & OHSAS 18001 implementation should follow below chronological steps,

1) Management commitment to go for HSE (ISO 14001 & OHSAS 18001) & Gap analysis
2) Awareness training to senior mgt. and associates
3) Preparation of HSE Policy and objectives
4) Conducting aspect and impact analysis for ISO 14001
5) Conducting HIRA (Hazard identification and risk assessment) for OHSAS 18001
6) Identifying legal requirement and compliance for ISO 14001 & OHSAS 18001
7 )Preparing documents i.e. Emergency evacuation and preparedness manual or combined HSE Manual
8) Preparing Operational procedures or work instructions or SOPs
9) Training colleagues on internal audit within organization (Max. 5 to 6 depending upon size of org.)
10) Training colleagues for fire-fighting and first aid skills
11) Implementing above requirements on floor and in offices
12) Conducting internal audit to verify conformance and effectiveness of system
13) Conducting document review audit (also called stage –I) by third party
14) Closing non conformities /observations identified during stage- I audit
15) Conducting final audit (Also called Stage –II) by certification agency mainly third party
16) If they found to be fulfillment of requirement will award your organization certification status
