Think if such a policy is really required - why introduce unnecessary bureaucracy if it does not serve any real purpose. But if your organization is really huge (say 1000's of people) and several people come and go into your office which has several sensitive areas where you might not want any outsider to go - you probably would need such a policy. In that case, send out a communication to the employees as to why it is important to wear ID cards throughout the day and convince the top management to help you implement it. Leave the extreme measures to the last.

1. Convince your senior management to display the ID card in the first place. If the senior management displays the ID card, then the person displaying the ID card has a moral right to ask the other person for the reason for not displaying the ID card.
2. Put up a general notice requesting all employees to display the ID card at all times when on the premises, stating the reason for doing so.
3. Fines and punishments will not work well, as employees will always point to the senior management who, if not complying with the guidelines, are normally let off.
