It depends upon the continuity and criticality of the business. It's a company's call whether to declare time off or give a concession of 2 hours from the regular working hours. Please refer to clause no. 4.1 and 4.2; it's very clear.

New update - the Maharashtra government has declared February 16, 2012, as an election holiday under the Negotiable Instrument Act. Please find attached a circular for your reference.
