There is no issue in sticking the birthday wishes at notice board .Also u can send mail to the employee from HR dept.

The notice board is basically for important notifications for all, so birthdays can be put up depending on whether some may like it or not. Email is preferred for birthdays, festivals, holidays, loss of anything, or any new systems that can always be on notices for all to read and be aware.

You can put an A4 sheet with a birthday picture in between on the notice board, and other employees can write birthday wishes for that person. The next day, you can hand over that sheet to the Birthday Boy/Girl.
