Normally, Asst.Labour Commisssioner, or Dy.Labour Commisssioner. However, in some places even Asst.Labour Offier can also become the Licensing authority.

This has to be notified by the State Labour Commissioner or Regional Labour Commissioner, as the case may be. In most cases, the Assistant Labour Commissioner has been notified by state commissioners.

If your industry falls under the purview of the Central Ministry, you must register with the Assistant Labour Commissioner (C) or alternatively with the Deputy Labour Commissioner of the respective state. I assume your business manufactures tea boxes and thus falls under the jurisdiction of the State Licensing Authority.
