You can start a "cash reward" system for the referral scheme. For the junior level, offer Rs. 1500. For the middle level, offer Rs. 2500. For the senior level, offer Rs. 3500. They can receive this cash reward if the referred employee gets selected and remains with the company for at least 3 months. After 3 months, they are eligible to receive the cash reward.
This is just a rough suggestion you can try out.
