At present, I am working as a contractual employee (Govt.) for more than 2 years. The post is already approved by the Finance & Cabinet. Still, the government advertised and recruited me/us as contractual employees. However, this post is a direct government-recruited post, and I have a Governor-approved appointment. There has been no service break up until now. Can I claim for a Permanent Cadre? Please let me know.

I'm aware of phenomena of this sort going on for a long time in government and quasi-government PSUs. Like you, lakhs of contract employees are languishing for many years, in some cases decades, in these sectors without receiving permanency. In some cases, even after Courts' rulings, nothing is happening. Governments should be model employers; however, what we see in India is totally different.
Are you on a fixed-term contract or a casual contract, getting extended year after year and performing regular work like your counterparts in permanent posts? It may be the fault of the heads of your institutions who might not have initiated any action to make you permanent in the sanctioned post. Try to find out the reason behind the delay; it may be delayed to induct some of their favored incumbents to get qualified. Vested interests might work like this. Claiming permanency shouldn't affect your present position. Take a cautious approach so as not to get harmed in your current employment.
