Dear All,

I completed an MBA in HRM through distance learning from the National Institute of Management in Mumbai. I now need to get the certificate attested for a Qatar visa. I am concerned that the certificate may be rejected by the Qatar embassy in India due to some blacklisting issues with NIM. Kindly provide your suggestions on this matter.

Hi Emily,

I have stayed in the EMEA region. Degree attestation is a very important part of your residence permit, known as "iqama," there. You have to get the original attested by the institute/university/directorate of education/ministry of external affairs/ministry of cultural affairs. If the MBA degree can't be verified, get your bachelor's degree verified. If you are not able to complete the above, your visa category may be lower, meaning you can go and work there on a labor or technician visa. You may not be allowed to come home often and can't take your family, etc.

1. Get notary stamp and attestation from local court / lawyer (Local Charges)

2. Get verification stamp from University (Local Charges)

3. Get Attestation Stamp from Ministry of Foreign Affairs (Mumbai / Delhi or nearest Metro) (Free)

4. Get Attestation from HRD ministry (Delhi) ( INR 900 – 1200)

5. Get Attestation from Embassy of country where travelling to (INR 900 – 1200)

Also note, person travelling to middle east / gulf countries require PCC (police clearance certificate) after date of VISA issue. Please enquire all related procedure before committing any financial resources, booking tickets, accepting offers and resging from current jobs.

If possible stay away from cook travel agents who promise to complete the process of travel to gulf countries for a ransom. Entire process of visa stamping and travelling to gulf is simple and corruption free.

I have worked with one of the leading groups in the Middle East, "Zamil." We never got a certificate attested by a lawyer.

Verification from the university depends on when he completed his degree. In the normal course, it's 50 rupees, but it can be 1000 for old cases.

Next comes the Directorate of Education in Delhi. In Maharashtra, check Mantralaya.

The Ministry of External Affairs is not free; it's called apostille and costs 25/50 rupees. Consultants may charge you 20k for the above.

Hi SVR,

Your suggestion is also right; I shared my experience of getting the certificates attested. I got my sisters' and friends' certificates attested as instructed this way. I did not wish to go through agents, as I heard horror stories of lost documents and blackmail to get more money out of the complicated process.

Well, so, I guess please don't follow my advice. Research before going for the task. Thanks for the corrections.

I was also in Gulf from 2006-09 and I never underwent the process of attestion as mentioned above. pon

Hi Pon,

This attestation, PCC, and minimum requirement of a degree graduate are recent rulings in Gulf countries. Even I came across attestation requirements and PCC in August 2009. I went through a hell of a time to get these processes arranged and lost a good opportunity from an employer in the Gulf.

This new ruling applies to those who were recently entering into Gulf employment contracts and does not affect those who were already there.
