Show cause notice is a notice directing the delinquent employee to show why disciplinary action should not be initiated against him for the misconducts narrated. A Charge sheet is a detailed statement of allegations against the delinquent. It is on the basis of charge sheet that an enquiry is held. Under normal circumstance a charge sheet is prepared only when the reply given for the initial show cause notice is not acceptable and when the management proceeds with an enquiry. A show cause notice is also issued after the enquiry for giving an opportunity to the delinquent to show cause why punishment should not be imposed. This is issued after getting the enquiry report.

If the charge sheet is drafted in such a way that the delinquent is asked to explain why proceedings should not be initiated, then it is okay, you need not issue a separate show cause notice. However, after conducting a domestic enquiry and after receipt of the report you have to issue a show cause notice (commonly referred to as a second show cause notice) along with a copy of the enquiry report stating that the charges leveled against him have been proved and on the basis of the report the management has decided to impose punishment (which should be stated like termination, increment cut for 1/2/3 years, reduction to a lower grade/ demotion or fine as the case may be) and calling on him to show cause why the said punishment should not be imposed on him.
