I want to know if maternity leave is admissible to a female employee working in Haryana Govt./central govt. who has joined the job on first appointment few days after her delivery and applies for maternity leave just after joining? If any one has any idea please help me.How many days of minimum service are required for entitlement for maternity

80 days of minimum service is required for entitlement for maternity leave under M&B Act. So I think in your sited case employee will not entitled for maternity benefits.
I will suggest employee should request management to give her leave without pay (PL is not applicable on probation period) on human ground for maintaining the dignity of motherhood and child. It will depend upon management to accept or reject you request they are not legally binded but morally responsible.
