1) Safety coverage for employesss - Like insurance, fire execution , medical room available in the company, doctore provided, or how long the hospital is from the company , also check what are the other benifts can be done in short notice if an employee met with an accident inside the premises.
2) Welfare - Welfare insence u can think of in different angle.. like employee satisfaction, u can take ESS survey , about the sdalary and other benifits like bonus, medical coverage, yearly compensation and they have comp off. and shift like that.
Also take an survey on ESS / ESI .

It is very good topic. Safety and welfare- in this you have to include all the parameters which can be impleted by the company for the employees.
Like regular traning and machine awareness , regular Maintenance of machine, to use the safety equipments like shoes-glows helmet etc.
Welfare -you can consider employee welfare fund scheme, insurance for employees, entertainment policy for workers. etc..
