I am working with a retail company. We are in the process of launching a new policy, such as Interdepartmental Transfer, in which any employee who has completed 1 year with the company can request a transfer to any other department if a position is available. The groundwork has been completed. Could anyone help me to formalize this at a policy level?

What do you mean by "Policy for this Transfer is a Management Prerogative"? You are taking a person and making him/her work for a year, and then he/she will apply for a transfer. In HR, we look at the available people and determine who can be transferred.
Creating a policy for applying for a position in another department at the same level does not make any sense. If you are talking about promotion, then that is a different issue.
