I am working with a Retail company. We are in the process of launching new policy like InterDepartmental Transfer in which any employee who has completed 1 year in company can take transfer to any other department if position exists.
Groud work has been done. Can anyone help me out to make this at policy level.

What do you mean by Policy for this
Transfer is a Management Prerogative You are taking a person and make him/her to work for a year and he/she will apply for transfer. In HR we look at available people and say these people are available andcan be transferred
Making a policy for applying for a position in other department for the same level doe not make any sense
If you are talking about promotion then it is a different issue
