To obtain a Labour License under CLRA (Contract Labour (Regulation and Abolition) Act, 1970) and BOCW (Building and Other Construction Workers Act, 1996) for 500 workers for a road construction company, follow these steps:

1. Labour License under CLRA Act (Contract Labour Regulation & Abolition Act, 1970)
Who needs to apply?
Any contractor employing 50 or more workers (as per state-specific rules) needs to obtain a labour license under the CLRA Act, 1970.
If your road construction company is engaging 500 contract workers, you need to apply for the license.

Application Process for Labour License
Step 1: Registration of the Principal Employer
The principal employer (Road Construction Company) must register under the Contract Labour (Regulation & Abolition) Act, 1970.
Application to be submitted in Form-I along with prescribed fees to the respective Labour Department.

Step 2: Application by the Contractor for Labour License

Step 1: Register Your Establishment
Apply to the State Labour Welfare Board in Form I.
Submit the required documents along with registration fees.
