I really liked the concept of filling the middle & top level vacancies internally.
This directly helps the employee to get away from the bug of "being monotonous", which is a normal problem in all organizations, resulting into resignations from the organization.
The way Kotak proactively pursued this policy (the person can directly apply, without intimating current HOD) shows how strong the belief is that the policy will yield results.
