I want advice mainly on the Labour Commission complaint lodge system. I am a control room senior operator in the West Bengal State Electricity Department (WBSEDCL) substation. I am employed as a contractual employee, but it is actually a permanent job as per recent government regulations. All my colleagues work at this post across the state.
The issue at hand is the irresponsibility of my contractor; our substation employees have experienced irregular salary payments for the past three years. Currently, there is a due salary for the last five months.
We have submitted a letter to our division authority's HR section. The Honorable HR wishes to dismiss the contractor, but due to union pressure, they are unable to do so. In confidence, they have suggested that we file a complaint with the labor commission.
I seek advice on how to proceed with lodging a complaint at the labor commission office. We have all the necessary letters and supporting documents to prove that the contractor is irresponsible and at fault.
Please advise on the correct steps to take in order to address this issue with the contractor effectively.

There is no specified format for raising a complaint with the local office of the Labour Commissioner and with a copy to the higher-ups, including the Chief Minister. You may do it at an individual level or, better yet, at the collective level. If there is any union sympathetic to your cause, let the union issue the notice on behalf of all of you. Thereafter, you need to follow up with the local office on the action taken.
