Yes, it is applicable to all establishments in which the required number of employees are employed. It is 100 employees in principle but in many states the number of employees for coverage is 50.

Please refer to the respective state rules as well & the nature of the Industry. In Many of the states it is appliable & few states not applicable. Also if the same is IT Sector states like Karnataka & Maharashtra has special exemption under MSO

Yes, in Karnataka a special exemption was given to IT companies. In general all establishments to which payment of Wages Act is applicable would come under Industrial Employment Standing Order Act also.
