Is NATS (national Apprenticeship training scheme) ,mandatory for organization less than 30 employees?

I have received a letter from BOAT to register my organization to register on portal under NATS. I want to know if it is mandatory, our organization have 22 employees only.

Hi,

In response, you can reply to them by stating that the total employee count is less than 30. All establishments with a workforce (regular and contract employees) of 30 or more are required to implement Apprenticeship Programs.
