There is nothing wrong in providing salary details to Technical Department Head. But ensure you share salary details related to his Dept/Team only. Salary data of the team members is essential for the Dept Head for processing increment during Appraisal time.
Also when ever you are sharing salary data to HOD's share it as a password protected Excel file and share the password orally for confidentiality purpose.
