I need to draft a circular on not using the lift unless it is urgent. We only have 3 floors, and staff's constant use of the lift is increasing our electricity bill. I have drafted the same. I request your input on the same.

I have a few observations. Lifts are meant for use, especially when you have 2+ floors. I'm not sure about the industry you belong to. If the nature of work of employees demands repeated roaming between floors, then obviously they will use the lift, and you can't restrict it on the grounds of a rise in EB bill. Especially after lunch, an employee who has a workstation on the third floor, how can you expect him/her to use stairs?
Even if your reason for restricting the lift is to save EB costs, do not explicitly project it in an open circular to employees. That will tarnish the image of your organization among employees, and some employees may feel insecure that their organization is not in a position to pay the EB bill itself.
So, if your office lift is used by external customers as well, you may project diplomatically in the following way:
Dear Employees,
It has been brought to our notice by our customers that many times they were not able to use the lift facility immediately as it is frequently occupied by our own members, thereby forcing our customers to wait for a considerable time frame.
Hence, all employees are hereby requested to restrict the usage of the lift and may use it only in case of an inevitable situation. This is purely for the benefit of the customers.
Stair climbing can help you achieve and maintain a healthy body weight and also maintain healthy bones, muscles, and joints.
Co-operation of each and every staff in this matter is solicited.

This is to hereby notify you that management has decided to discontinue the lift facility starting tomorrow, i.e., 21-12-2022. To use the lift services, you must obtain prior permission from the HR/Admin Department. Anyone found violating this rule will face strict action.

It has been brought to the notice of management by our business visitors that they are not able to use the lift facility and hence they are left with the option of climbing up stairs to meet managers of various departments of our company, as the lift is frequently occupied by our staff members only. This cannot be accepted by our management.
Hence, it has been decided to restrict the use of the lift. However, senior employees aged above 52 years are exempted from this restriction.
All other employees are requested to understand our visitors' problem and extend their full cooperation to the management in this regard.
