Dear Senior Members,

Would like to request you to throw some light on the promotion of the contract labor from company management.

We have a recognized union which is comprised of the company's permanent workers and contract workers.
The contract worker Representative is now demanding a promotion from the management.

You are requested to have some input on legal grounds.

When the contract labour continues for long years of service, the demand for wage revision, career progression etc. would come and for the sake of conducive IR, some extra benefits have to be considered and agreed apart from the statutory provisions. One item to be considered could be to introduce some sort of service weightage with the contract labourers changing from one slab to another on completion of say every 5 years of service. But don't convert an Unskilled Worker to Semi Skilled Worker or a Semi Skilled Worker to Skilled category as this is based on the skill level of the employee and experience alone is not sufficient.
