We have 25 employees and are currently running the manufacturing process.

The license is mandatory in your case as you fall under the "Factory Definition" under the provisions of the Factories Act 1948.
You need to look for the relevant form under Factories Rules applicable for your state and use the format by adding annexure to the form as required, and attaching a manufacturing process flow chart, list of board of directors, as well as remitting the fee. The fee is mostly based on the horsepower used and number of manpower used.
Most of the state governments have now made it simple and online. You may visit the website of the Department of Directorate of Industrial Safety and Health for more information and upload your application.
You need to get approval for the building as well as machinery layout under the provisions of the Factories Act, which needs to be done by submitting the blueprints either online or offline. You may consult your location's Assistant Director of Industrial Safety and Health.
Once the license is issued, you need to intimate the name of the manager after appointing any internal manager of your factory as designated "Factory Manager" under the Factories Act 1948.
