What is the applicability limit for a standing order? As I understand it, it is applicable to an establishment having more than 100 employees. If a manufacturing organization has 90 employees on its payroll and 60 employees on contractors' payroll, is the standing order applicable or not? Also, is it necessary to display the standing order in the establishment?

Standing orders are available in most states of India for 50 or more employees. This includes both direct and contract employees.

For the purpose of computing the threshold number of workmen in an industrial establishment under the IE(SO) Act, 1946, only those employees on the rolls of the establishment should be taken into account. Third-party contract workmen need not be considered as there is no employer-employee relationship between the principal employer and the contract labor.
