He said all leaves are as per PF rules. Is there anything such kind of Leaves as per PF rules? He is saying 11 CL, 11 SL. Is it correct?

No. EPF Act has no role in defining employee leaves. Based on your business, leave rules shall be frames based on Factory Rules, Shops & Establishment Rules.
