Role of HR may vary from organization to organization. First of all you refer to the detailed Job description. In the project based company there may be some of the additional apart from HR function may be allocated depending on the size of your team. Therefore it will be much better you discussion with your reporting boss or project head "Employer's Expectation from the HR".

Though the previous member has shown courtesy of giving a reply, I am putting forth my views on the post itself.
Before understanding HR's role in the project-based company, it is important to understand HR's role itself. However, the question that remains is whether the poster is from HR or not and the context of one's query. An 11-worded post is not much different from the heading itself. It does not give any background information. Therefore, the first role of any professional, whether from HR or otherwise, is to learn how to raise posts on the public forum so as to elicit the right kind of responses.
A person may be from HR, Production, Finance etc., the first requirement is to understand how to be a professional. Casualness and professionalism are per contra. Unless these fundamentals are fixed, understanding the role of the function will be a futile exercise.
