If in the security check a "copper busbar" was found without approved documents, did the security personnel obtain a statement from the driver? If it was not obtained, then tell them to do it immediately.
On the strength of the statement from the driver, the Security Officer (SO) needs to send the report to the competent authorities. In the report, he needs to mention the following:
a) What happened, where it happened, when it happened, and at what time it happened?
b) Who checked the vehicle and what were the details of the vehicle? What is the description of the material (like color, weight, dimensions, etc.)? Is there any witness?
c) What are the details of the driver? Is he an employee of your company? If not, who employs him?
d) Who is supposed to possess the material that was discovered by the security personnel? Has that department reported any shortage at their place? Presently, the confiscated material is under whose custody? Will it get damaged because of improper storage conditions?
If the driver is not on the rolls of your company, then the employer of the driver, be it a contractor or any other company, needs to be informed of the security incident as well.
In many companies, a readymade form called "Security Observation Report" is kept ready at the security office. Whenever any security incident comes to light, the SO is expected to just fill in the blanks and, along with the statement from the individual, send it to the management. Whether to order further investigation of this case depends on the management.
