Although a data breach is not an acceptable mistake in any case, the situation you mentioned shows that it was genuinely a mistake as the employee himself reported the incident. If the investigation report also states the same, then there is no possibility of termination. They might take hold of the personal email ID.
But in case termination happens, then an experience letter is not applicable. It would be an immediate termination without any notice.
