The question of legality aside, being drunk while at work is certainly misconduct on the part of any employee. Particularly, in the case of a pharmacist or any employee in a pharmacy, its repercussions are far greater.

The employer/superiors on duty are accountable for such an incident/occurrence when any employed person reports to resume duty "ostensibly drunk/under the influence of intoxicants." Hence, the duty supervisor also needs to be taken to task for failure to obey/observe service rules applicable to the workplace. Acts of misconduct in the course of and/or arising from employment must be effectively dealt with, and proportionate punishment awarded.

Section 85 of the Bombay Prohibition Act, 1949, states that whoever, in any street, thoroughfare, public place, or in any place to which the public have or are permitted to have access, behaves in a disorderly manner under the influence of drink shall, on conviction, be punished.
A shop is considered a public place in my view based on reading various cases.
Behaving in a disorderly manner under the influence of drink is a phenomenon that constitutes the offense.
You seem to be from Kolkata, and in Kolkata, it is common to drink in public places from what I know and have seen. However, until someone behaves in a disorderly manner, the police do not take any action.
The jurisdiction of the Bombay Prohibition Act, 1949, extends to Maharashtra. Similar laws may exist in every state.
