Contextually, the term "leave" means a leave of absence and would automatically imply the permission sought by an employee from his/her employer to be away from work or the place of work, as the case may be. In my personal viewpoint, working from home or remote work and working at the site/office cannot make any distinction in respect of employment benefits like leave, holidays, etc., when both are under a contract of employment only. Therefore, I don't think it is essential to have a separate leave policy for work-from-home employees.

As long as work from home is in force, employees shall be treated as at work, unless one is asked or requests for a "leave".
The 'work from home' arrangement is not applicable to everyone as individuals have varying working natures. Decisions regarding actions to be taken during lockdown situations need to be made in consultation with the government, considering the circumstances with empathy for those absent due to pandemic conditions.
