Principal employers have to first register themselves under the Contract Labour Act and then issue Form V to contractors. All agencies, including principal employers, deploying more than 10 employees at a building or other construction work site, need to register under the BOCW Act.

Yes, 1% cess is on all costs including material. Only land cost is excluded. Thus, cess is payable on total project cost less land purchase value (if any).
