You can appoint any number of employees as you can since there is no law that describes the span of control, the number of employees per patient, the number of employees per bed, etc.

Now, if you are looking from the angle of getting rid of some of the employee benefits programs as per statute, there can be answers like, 9 employees to overcome the provisions of the ESI Act, Maternity Benefit Act, or Bonus Act, and 19 to get away from the EPF Act or Gratuity Act, etc.

Our NGO runs a hospital with 30 beds: 10 beds are dedicated to leprosy patients, and treatment is provided free of charge, while the remaining 20 beds are for HIV/AIDS patients who are charged for their treatment. Our hospital is located in a rural area of Andhra Pradesh.
