In most companies, all types of applications are first approved by the respective Head of Department of the employee. The employee then submits it to the HR Department. HR, in turn, submits it to the approving authority and later communicates the decision of the approving authority.
Nevertheless, we need to consider the other side as well. Following the hierarchy is important not only for the Managing Director but also for the employees. Your MD should also note that bypassing HODs, he should not deal directly with the juniors. Otherwise, your notice will soon lose its effectiveness!

Employees are approaching the MD and getting entertained? Amazing. Then, for what is the HR division established? Discuss the issue with management first. They have to show their inability to accept any such approach and ask them to go through the HOD and HRM. After a few refusals, the employees will understand the route map. But if the management entertains their applications, then no notice will work as nobody is above the management.

You can send an email to all HODs for dissemination to their teams, post a notice, or send a circular for approval from employees. Finally, discuss your concerns with the MD.
