The establishment can pass an order extending the service and specify the period of extension. However, this means there is continuity in service and its possible consequence.
As a suggestion, it is proposed that why not retire the employee in the first place as per rules, then again reemploy the same person on a new set of terms and conditions, possibly on a Fixed-Term Appointment basis. This way, you will be following the rules without any exceptions. While there is no real break in service, there is also no continuity for various service benefits.
