Why are you worried about the rules on this minor aspect? Provision of tea is a welfare and morale-lifting step. Budget for the same and provide tea. There is no rule or law saying you cannot or must not provide tea to your employees.

If you are covered under the Shops Act, you are not required, but if you are covered under the Factories Act and have a worker strength of 250 or more, then you have to provide canteen facility.

Providing tea to staff at the workplace is a basic courtesy and a well-entrenched practice. It recognizes the need for staff to have a tea break after some hours of concentrated working. It also provides opportunities for socializing, mutual exchange of pleasantries, and a great energy booster.
