This appears to be a simple matter, no complexities are involved. Therefore, I recommend writing the draft of the circular on your own and uploading it here.
However, as of now find out whether there was delay from IT Department on allotment of the official email ID. Secondly, those who have used the personal email ID for the official communication, ask them why they did it. Find out whether there was breakdown of the server or any technical snag. It is better to issue the circulars after taking stock of the situation.
