If the need is "operational," then why does your company want employees to use "personal" mobile phones? Your company should provide phones if the nature of their job demands it.

Anyway, permitting employees to use personal mobile phones is an internal matter of your company. Therefore, you may write a draft of the letter on your own and upload it to this forum. Some seniors like me will correct it.

In the draft, you may write the conditions under which this permission is given. Secondly, you need to mention what happens if either of the employees is on leave and the person who officiates for them is also permitted to use the personal phone. Lastly, what could happen if misuse of this permission is detected.

And also whether any reimbursement of telephone charges will be given since personal telephones is being used for official purpose.
