Your question is not clear.
You have missed out to register an employee who had joined some time in September, 2016. Now you want him to be registered and show his wages for Sept, 2016 as paid and the rest of the period non contributory and make him alive since Aug 2017, right?
You can register an employee back dated, ie, 2016 Sept. You can also contribute his contributions as omitted wages, though it will attract interests and damages. You can also show that employee as not working or left from Oct 2016 to Aug 2017. But is his contributions paid from Sept 2017 till date?. No. that means he is still not registered as an existing member. Existing member means an employee who is already registered. Obviously when you register him anti dated he will become an IP and when you call him for employment again the same ESI number will be put for registering again.
remember that for all benefits including super specialty treatments the date on which the employee is registered is considered and not the date of employment. Therefore, an omission on the part of employer to register an employee in time would even result in an employee not getting super specialty treatment or even sickness benefits.
Moreover, all these will attract interest and penalty.
For better assistance, please draft your query properly and raise it again
