Your existing personnel need to observe which companies are regularly posting jobs on different employment portals so that they can connect with the respective HR via telephonic discussion. A formal mail should be sent regarding your business proposal.
Important Points:
1. Every firm wants to partner with those recruitment firms that have a large and talented candidate pool.
2. Most firms would probably partner with you if your commission rates are lower than your competition (remember you are new to the market).
3. LinkedIn/Naukri.com/Facebook is the best way to attract fresher candidates. You can also send inquiry mails to corporate in the industry through their email IDs given on their websites.
