As per the POSH Act, "the term of the ICC Members shall not exceed 3 years". But is it okay if we change few of the members at one go ? or everyone compulsorily is required to step down as a member?

In my view, you can constitute a new committee even with members who were in outgoing committee, on completion of its tenure. Nothing is there in the Act disqualifying the members of outgoing committee for re-appointment.
Many establishments re-appointed the members of outgoing committee including me as an external member, as per my advise.
