As per the POSH Act, "the term of the ICC Members shall not exceed 3 years." But is it okay if we change a few of the members at one go? Or is everyone compulsorily required to step down as a member?

In my view, you can constitute a new committee even with members who were in the outgoing committee on completion of its tenure. There is nothing in the Act disqualifying the members of the outgoing committee for re-appointment. Many establishments re-appointed the members of the outgoing committee, including me as an external member, as per my advice.
