Hi Madhusudhan,
Cover letter is no where considered as mandatory document, however it does play a vital role is adding focus to your resume. You are addressing the employer, with clear mention of the position you're applying for and how you are qualified for that position.
If you're serious about landing the job, a well-written cover letter gives you a chance to sell yourself to the employer in a narrative format, and explain why you are an ideal candidate. A cover letter also affords you the opportunity to highlight your strongest qualifications, strengths etc.
Hope this helps! Good luck.

Dear Madhusudhan:
Ramya Ji, has appropriately responded to your inquiry. Though it is not mandatory, the JAL (Job application Letter), is a document which I always recommend my students / trainees to attach with their CVs.
If you are comfortable in writing, making sure that the text has no mistakes in syntax, style, grammar, spellings and punctuation marks then by all means do include a JAL. JAL is fundamentally a sales letter highlighting your USPs (Unique Selling Propositions), and ofttimes you can be shortlisted simply on the basis of JAL.
You MUST write the letter yourself, have it edited and proofread, by someone who is good in his/her language skills.
See you smiling. that's good
