I have a doubt that if any state government delays in announcing the latest minimum wages on time, then how will we manage in favor of employees? Because government employees can avail this benefit in their arrears, but how will the private employee get it?

When the minimum wages are revised with retrospective effect, the employees are to be paid the arrears involved. Otherwise, there is a willful default. If the labor officials were to inspect the unit and detect it, there could be consequent compound liability and prosecution proceedings.
