You need to pay your staff and workers salary that is above the minimum wages specified for your industry in your state. Note that this is revised every 6 months and you need to pay the higher wages as soon as they become applicable.
In addition, you will need to pay Overtime if they work beyond 9 hours a day or 48 hours a week. They are entitled to bonus @ 8.33% of Basic + DA, payable once a year (8 months from end of the financial year) and you also need to pay statutory dues (PF, ESIC, PT)

As rightly guided by our Colleagues, you need to pay the Statutory Minimum Wages under the provisions of The Minimum Wages Act 1948 applicable to your nature of Industry. Check whether you are able to get Talents for this wages level. You need to mandatorily cover the employees for PF and ESI.
What best possible is that you may have a mix of Work force like Regular employees who have experience and support your business from day one ( pay them slightly more than minimum wages of Minimum Wages Act) + Few Probationers for one year ( pay then minimum Wages exactly or consolidated pay not less than minimum wages ) + Few Apprentices or Trainees on Stipend basis for one year( stipend may be less than Minimum Wages). In second year these Trainees can become Probationers and then to regular in the 3rd year. This mix will give you some cost advantage till your reach your break-evens and to stabilize your business. You may also take few Off Roll option by paying minimum wages through Manpower Agencies ( contract arrangement) for those activities which are essential but not brining revenue to your business or non-core to your business.

The emoluments and entitlements that an employee must get depends on type of business you are doing and should be at par with government rules and regulations under various applicable laws.

There are labors and we paid monthly Gross salary Rs. 11000 to them and the segregation as follows under our company policy:
Basic-4840/-
Grade pay-1320/-
CCA-2915/-
HRA-1265/-
Special Allow.-660/-
Deduction:-

So Net salary we paid will be Rs. 10336/-
But, the govt company denied for this segregation of wages, So please tell me minimum how much gross salary, net and basic I have to paid unskilled labor under min wages act and per day minimum wages is revised in Oct-21 and so I can also maintain the budget of the company for The calculation should ne on 26,30,31 days.
They told to paid min wages Rs. 13000 something according to theirs. What is the basic I have to paid them and make deduction of Pf etc.

First thing you need to know is that PF is paid not on basic but on full salary excluding HRA, Overtime and other allowances that are specifically for reimbursement of cost of employment and not given to all employees or all employees in a particular a group of employees.
Therefore, on a salary of 11,000, PF will be at 1168 per month
ESIC is on gross wages, so the deduction will be 192.5 per month
If the minimum wages is at ₹ 546 per day, then the monthly salary will be ₹ 14,196. The component breakup will make little difference except for the HRA part. Your PF, ESIC, etc must be paid accordingly.
Incidentally, this is for an 8 hour work shift per day and 6 days of work per week.

Your client (govt company) is absolutely right. You should pay the Basic Salary as per the applicable Minimum Wages. Splitting of Basic (less than Minimum Wages) is not allowed.
You have to pay the PF-ESI and other statutory obligations at least on the Minimum Wages. The Minimum Wages is paid for 26 days (being exclusive of W/off in the month). If any person do duty on Weekly Off or other OT, same has to be paid @ twice rate.
Through the comment it seems your client comes under “Central Govt”, hence insisting to pay Rs. 546 (Area B). Pls check if it is correct, than OK otherwise you are liable to pay UP State Govt Minimum Wages only (which are far lesser than Central Govt.).
The Minimum Wages will be your Gross Wages from which after deducting PF-ESI, LWF, PT you can have Net Salary.
I am attaching both notifications which are applicable wef Oct’21 (UP Govt. and Central Govt).
