Can anyone share me the workers gradation policy? We need to upgrade the workers grade on the basis of their education, skills, experience, attendance etc.,

The classification of workers in the wage notification issued from time to time by the respective governments under the Minimum Wages Act of 1948 into Unskilled, Semi-skilled, Skilled, and Highly Skilled Worker offers a ready-to-use formula for the classification of workers. This classification is recognized by statute and is acceptable to all government officers. This may be examined; however, it is pointed out that attendance is not a factor to be reckoned in the gradation of workmen. Attendance could be a factor for calculating the actual quantum of benefits accruing to a workman for any defined period of time.

Dear colleague,

The classification is done for jobs first based on job evaluation, and then workers are fitted into an appropriate skill level based on their education, experience, and skills. As rightly pointed out by our colleague earlier, the Minimum Wages Act provides the template for job classification for covered employments and also defines four skill levels. You may refer to them and adopt or adapt it to your needs to start with.

Here, two things need clarification. Firstly, worker classification or categorization as suggested by our learned friends in accordance with the Minimum Wage Act and the categorization based on their job nature.

The second point concerns upgrading an employee based on their performance, as per your request. This could also be a part of performance management, which includes conducting a skill gap analysis along with a detailed job description for each individual working within the organization.
