I’m Operations head, a service provider, am i responsible for lay off of staff due to cost cutting ?

A big Yes! (Unless your organization tells otherwise about your duties and responsibilities, or HR is not under you. But being Operations Head means that one should handle all operations --all the services to custormers, HR, administrative, some includes accounting, quality, etc.)
As Operations Head, as I understand you are mainly responsible for the operations of the services you render. And having said that, you need to ensure that you have enough manpower to operate. Without that manpower it will not be possible to complete the jobs. So for any layoff, you need to ensure that it is well explained to those employees that will be laid off, while ensuring that all salary and benefits are provided according to government and company rules.
In future, you might need those that will be laid off. It is good to ensure that their departure is well taken care of.
