Greetings!!
One employee has received a promotion without any relevant experience certificates, but his HOD has favored him. At that time, I had just joined xxx organization and couldn't observe his profile. Now, upon reviewing his profile, I see that there are no relevant certificates. Despite my inquiries, he has not provided any and instead offered various excuses. Should HR take any action, or can I make a management decision?

Dear BM Rao,
I recommend that you prepare a report on employee promotions and send it to the management. Secondly, you need to check if you have a policy on Employee Promotion. Prepare a draft of the policy and when discussing the subject with the top boss, inform him that you have prepared the draft of the policy. In this policy, define the parameters on which promotions will be considered.
During the meeting with the top boss, explain to him that you have been requesting relevant certificates, but he has not submitted them. Therefore, it is time to send a written communication. Prepare a letter addressed to the promoted employee; however, let it be signed by the MD. Do not sign the letter yourself. If the employee fails to comply with the written directive, then you may proceed with disciplinary action.
