See without specifying your organizations nature of activity this is quite difficult. But generally speaking these are the following laws that regulate leaves :-

Dear Ankita,

In continuation of the reply of our learned member Labour Law Index, I would like to bring it to your attention that all kinds of leave pertaining to a particular year are not to be carried over to the successive years. Only such a type of leave which requires accrual based on attendance as specified in the applicable establishment-oriented labour law or leave regulations has to be carried forward in case it is not availed by the employee subject to certain statutory limit. All other kinds of leave like casual leave, sick leave etc., would get lapsed if not availed by the employee at the end of the calendar year. However, unavailed portion of certain leave like sick leave has surrender value at the time of termination of employment.Therefore, up-to-date maintenance of leave account of employees then and there is a must.

Leave is governed by the either Factories Acthe or by Shops and Establishmentservices Act depending upon on the nature of activity carried out.
Only Earned leave is applicable in case of Factory and SL ML & PL are applicable in case of Shops & Establishment.

Your query has been answered by Labour Law Index with reference to applicable laws/Acts. I would further add to the aspect of carry forward of leave. The law permits carry forward of leave to a limited number of leaves. Why we allow carry forward of leave, is a question to understand. In brief, the principle is to allow the employees to put in their work, and take leave according to requirement of their circumstances. And it also helps the employer to direct the employees to attend to work when their services are needed in any kind of exigency, the leave can be postponed as the carry forward of leave is allowed by the employer. Hi Ankita,
There is no standard policy for calculating leaves. Carry Forwarded leaves are those leaves which you take it (carry forward) to the next year, this becomes the opening balance in leave for the new year. Carry Forward takes place at the end of the year based on the company policy.
